Rules on gated schemes will be imposed with immediate effect

PUTRAJAYA: Gated and guarded neighbourhood schemes will have to follow new guidelines, said Tan Sri Muhyiddin Yassin.

The Deputy Prime Minister said the guidelines - which were approved and endorsed by the National Council for Local Government - would be imposed with immediate effect on new applications.

Existing gated communities and guarded neighbourhood schemes are exempted.

He said the guidelines include specific height for fences and ensuring a permanent guardhouse with security personnel manning the area around the clock for the establishment of a gated community.

Guarded neighbourhoods must ensure the boom gate and guard posts are temporary structures which can be removed if local authorities found them unsuitable.

“The guidelines however, do not involve pricing as it is for the concerned parties to decide,” he told reporters after chairing the meeting.

Also present was Housing and Local Government Minister Datuk Chor Chee Heung.

The Deputy Prime Minister added that a by-law would later be formulated to allow local authorities to take action against those who fail to abide by the guidelines.

Gated communities and guarded neighbourhoods have sprung up in recent years as residents sought to protect themselves and their properties by employing private security firms.

Muhyiddin said residents of guarded neighbourhoods have no right to prevent others from going to schools or playgrounds, for instance, through their areas.

He also said that the Government had directed local authorities to beef up measures to tackle the rising number of dengue cases.

Between January and August last year, the authorities recorded 29,700 dengue cases with 68 deaths nationwide, while the number jumped to 32,688 cases and 103 deaths during the corresponding period this year.

Muhyiddin said the council had also agreed that guidelines for the development of the swiftlet industry - known as 1GP - to be adopted by all local authorities to help boost the industry, identified as one of the National Key Economic Area (NKEA) for agriculture.

He added that the meeting decided switflet farming would be prohibited in Penang and Malacca heritage enclave.

However, a three-year grace period would be given to current operators.

The Star Online: Nod for streamlining guidelines

The Federal Territories Gerakan is pledging support for the Cabinet’s recent approval of a working paper to streamline guidelines for gated and guarded communities.

Its anti-crime and public safety bureau chief, Lim Teck Ang, said they supported the policy because gated communities had helped to lower the crime rate in residential areas like Taman Segar, Taman Megah and Taman Bukit Maluri Kepong.

Housing and Local Government Minister Datuk Chor Chee Heung announced several days ago that the guidelines would only be implemented after they were considered by the National Council for Local Government, in a meeting to be chaired by the Deputy Prime Minister on Aug 26.

Lim said Federal Territories Gerakan had also drafted a paper last year listing various crime prevention measures to be included for a gated community, based on feedback received from different residents associations.

“In 2008, we received complaints from a few residents associations that the Kuala Lumpur City Hall (DBKL) went to demolish their guardhouses.

“Since then, Gerakan president Tan Sri Dr Koh Tsu Koon has been concerned and even met the previous Kuala Lumpur mayor to stop further demolition of the structures.

“The then mayor agreed that no more guardhouses will be demolished until the government comes up with guidelines,” Lim said during a press conference.

Federal Territories Gerakan youth chief Lau Hoi Keong hoped that once the guidelines were implemented, the DBKL could relax the ruling a little for existing guardhouses, like the design aspect.

“New developments will have to abide by the guidelines, but for existing gated and guarded communities, we urge the DBKL to be more lenient in their enforcement,” said Lau.

He said the guidelines must also take into consideration residents without car stickers who do not subscribe to the gated and guarded scheme.

“There were times when non-subscribing residents faced difficulty entering into their own housing estate because the guards either did not let them through without the stickers, or wanted their identification,” he added.

They also proposed for a yearly allocation to be channelled to local councils so that the respective RAs could upgrade their security facilities and features, adding that the budget would require the coordination between the Home Ministry, Housing and Local Government Ministry and the Federal Territorries and Urban Wellbeing Ministry.

Lim said FT Gerakan would be setting up 10 service teams to provide help and advice to the RAs on problems faced with regard to the forming of gated and guarded communities.

“We will continue to study the guidelines once they are implemented with a possible briefing to be conducted for all Kuala Lumpur RAs,” he said.

Lau said with the guidelines drawn up, security and crime prevention, however, should not be passed on to the residents. The police, he said, would still need to patrol these areas.

He hoped the guidelines would require only 70% of consent from residents in the area for the scheme to be implemented.

He said this was because there were bound to be about 20% of residents in a particular area who were unwilling to pay the subscription fees.

He added that the current 85% consent set by the Selangor government was high and many RAs had difficulty starting the scheme.

“The guidelines have to also address the legal aspect of public roads that are blocked by boom gates and fencing.”

The FT Gerakan human resources and training bureau head Ong Siang Liang said even where there was 100% consent by residents for the area to be gated, it could be implemented only with the condition that there were no public amenities like schools, mosques or fire brigade in the neighbourhood.

The FT Gerakan also proposed for several measures to complement the gated and guarded scheme.

“The local authority should put up CCTV cameras, ensure that streetlights are bright and working, and trim trees to prevent blind spots,” Ong said.

2 Men in TNB Uniform, They are Robbers.

Dear Residents.

Please be careful when opening your gates or doors for seemingly convincing public officials such as from TNB, Telekom, Syabas, Courier companies or even police officers who maybe masquerading but in actuality are targeting YOU as their victim.

Please use your wisdom to deal with the situation. Ask them for some ID and if possible deal with them from within your gate. Contact our guards or alert your neighbors if you suspect something is fishy. Pass the words around. Thank you.

Warning From Bank Negara

Dear All, For your information.

Bank ATM's Converted to Steal IDs of Bank Customers.

A team of organized criminals are installing equipment on legitimate bank ATM's in at least 2 regions to steal both the ATM card number and the PIN. The team sits nearby in a car receiving the information transmitted wirelessly over weekends and evenings from equipment they install on the front of the ATM (see photos). If you see an attachment like this, do not use the ATM and report it immediately to the bank using the phone on the front of the ATM .

The equipment used to capture your ATM card number and PIN are cleverly disguised to look like normal ATM equipment. A 'skimmer' is mounted to the front of the normal ATM card slot that reads the ATM card number and transm its it to the criminals sitting in a nearby car.

At the same time, a wireless camera is disguised to look like a leaflet holder and is mounted in a position to view ATM PIN entries.

The thieves copy the cards and use the PIN numbers to withdraw thousands from many accounts in a very short time directly from the bank ATM.

This is a true incident happened in KK.. so be careful. Please give wide publicity!

Alert | Car Theft in Jln Kenanga SD9/8

Dear Residents.

A Toyota Camry belongs to a resident in Jalan Kenanga 9/8 was stolen two nights ago. The perpetrator committed the crime by driving off the car which was parked outside of the house. Since the car had a Green sticker the guard did not suspect that it was stolen. The owner reported to the guard in the morning that the car was stolen, but it was too late for the guard to do anything.

So..residents..please be extra careful and be alert at all times. Park your car inside your car porch if you have space. Make sure the alarm system works. Be on a look-out for any suspicious looking characters lurking in our neighborhood. Report any incidents immediately to the nearest police station or contact our guards for immediate assistance.

Message From A Victim

Dear All,

My name is AXX BXXXX, residence of Jln Saga SD 8/2Y. Just to share with all residents.

On 11/2/10 at about 9.50pm my brother in law (he stayed at Jalan Saga 8/1YY) was attacked by four young men on two motorbikes. Probably they are Malay locals and the intention is to rob (samun). My brother was just about to close the gate, when 2 guys called upon him on the pretext of asking him something. But suddenly one of the two guys approached him with parang! With his quick action, he runs outside to the front road while shouting out to the neighbours. But to his surprise, there’s another two guys on a motorbike waiting for him just nearby his house. One of the guys slashed him with parang, but ALLAH is great, he had only minor cut!!! The 4 guys run away when they saw the neighbors came out from their houses. The samun attempt was unsuccessful.

However we got to know that the same four young guys continue their expedition by attacking our neighbor at Jalan Ara.

So neighbors, please be careful and always alert.

Our Neighborhood Security Update

Robberies in our township is suddenly on the rise. 3 Indian guys were spotted going from house to house in the pretext of repairing laptops and if residents are not home they will climb over gates.

One robbery and one attempted robbery happened in Damar zone by Arabic looking guys. A snatch theft at Kiara zone and a fake 'potong rumput' guys seen at night in Margosa zone.

Please be alert. Get to know your neighbors and together we can help fight these crimes.
